1. Yes, any Supernatural race not specified is allowed. You can even be an alien. 
2. If you're human you don't necessarily have to make a new character for a timeskip, you can drink Vampire blood to become immortal. It's not the same as actually becoming a vampire, you need to be embraced by one to become a Vamp.
3. Yes, you can create factions just to flesh out the world but be prepared to make some NPCs for it if no one's going to join.
