Ooooh that's a good question. I would have to say it would certainly go under the Russian rift, [i]unless[/i] they're controlling said-liquids. When I actually make an OOC I'll be certain to put a lot more specific rules on the power-sets but the Britain Rift only allows control over the liquids, not the ability to change it's molecular base. So changing a substance would be under the Russian Rift but the ability to control the liquid would be limited at best.

As for the second the question, I'll be sure to make some character sheets. I'll definitely allow the use of purely text, or some pictures if some feel like it but providing art-work definitely won't be required.
