No, no it's totally fine if you place your character from that Area! I would just ask that you make him a migrant from there, mostly for your sake as... Well, no one is going to be over there to interact with your character. But be my guest! There's going to be several smaller tribes from that area and I'm only going to be using one in particular for the plot, so you are more then welcome to create your own backstory there.
