I think the OP's use of specifics has people confused, so let me try to clear it up:

The GM does not mean you cannot be a courier, from a vault or just generally alone. They mean that you can't be some one-man-army videogame protagonist, because that's simply bad writing from a collaborative roleplay standpoint.
