[@Duoya] Heh, a little higher than Stranger 1, I'd say. He can just suddenly approach a hero team and go "I'M ON YOUR SIDE!" ... And you've now potentially successfully infiltrated the hero-team. Still Master, but that's way above Stranger 1. Haha.

Edit: Maybe I should just wait for the GM. ... But, yeah. I'd say Master/Stranger 4, if I'd give my personal opinion. That is, 4 in both.
