Katya/Kate/Taser would fall safely into the category of independent I think. Like [@ProPro]'s Anonymous, Taser would probably lean a bit towards the Consortium (business is good). The Covenant might not be far off either, but it depends on how logical their goals are to her (she's not a fan of bringing down massive amounts of heat without good reason). Really though, I see her as quite mercenary in her outlook, if it serves her own interests and pays well (in gold, blood, or favors) she'd be willing to cross some factional boundaries other characters might not. Similarly, loyalty is all well and good, but she likes being alive. I see her as more of an enforcer, rather than leader in the small band of merry Russians, so if things go well, she'll happily stick with them, but if required, she has little problems switching her group of friends. Even aiding a vigilante or understanding hero seems plausible for her given the right motivation (she's definitely not the sort of character that supports wanton destruction or violence). Working with the PRT/Protectorate, would be something of a last resort (get out of jail card or trying to stay alive?). Copping off of [@Old Amsterdam], I'd say that Taser has been in the city for around a week or two, just enough time to see some sights before martial law was declared.
