Very good questions! Let me answer real quick before I go to work:

1. There is no official rulers, just leaders of each factions. The Wildlands are ruled by several people, as they have all split into smaller 'packs' with their own leaders. The others are all ruled by one or two individuals who have proven themselves good leaders, like Daniel Viellas brother who leads the Britain Rifters.

2. There is no head of the Tradezones, at least officially, due to it being neutral territory. That being said... That doesn't mean there isn't someone calling the shots!

3. There are more of some general guidelines than actual laws. The crime is dealt with by the leaders of wherever the crime was committed,
 not by the ruler of the faction the criminal was from. So if a Hybrid went into the Temporalzone, they would have to face justice from the Russians and not the other Hybrids. That being said the basic rules are:
1. Don't steal
2. Don't kill
3. Don't cause trouble for other Rifters

4. I think I answered this question up above. Crimes are dealt with based on where they were committed not who committed them.

5. There isn't a particular group, so if Walter wanted to set up some peace keepers that is 100% good! Just remember there is no [i]official[/i] ruler of the Tradezones, so anything Walter does will have to be somewhat subtle. But as long as he doesn't cause too much trouble, no one should be that bothered by him being in a seat of power. [/hider]
