[@DominoPool] Technically, all souls get routed through the underworld before going to their individual heaven/hell/purgatory/etc.  The part we are in now is just a neutral area for employees and denizens to live.

So, he's not in hell, per se.  Think about it like the greek underworld.  We are just across the river Styx, but not in Elysium, Asphodel, or Tartarus yet.
