[b]Tier 2: [/b]Pokemon in this tier are Pokemon that have evolved into their final stage. If no level is specified (like in cases where the Pokemon evolves with an evolutionary stone), their starting level is 45. Tier 2 Pokemon start at whatever level they would have normally evolved and are caught with an Ultra Ball or better.

I feel like it'd be better not to restrict the trading at all. If players wish to, they should be able to trade Pokemon however they'd like (subject to investigation if there is abuse, of course). In limiting the tier-trading, a stronger trainer wouldn't be able to give a weaker trainer a hand by trading them a stronger Pokemon, which could be a situation that—however unlikely—I don't think we should prevent.
