If no level is specified (like in cases where the Pokemon evolves with an evolutionary stone), their starting level is 45. If players wish to, they should be able to trade Pokemon however they'd like (subject to investigation if there is abuse, of course). In limiting the tier-trading, a stronger trainer wouldn't be able to give a weaker trainer a hand by trading them a stronger Pokemon, which could be a situation that—however unlikely—I don't think we should prevent. And I think that's it for me.
