[@Mr Rage] The year I'm placing this in will be the mid 2300s the specific year is flexible, but in that time frame. Enough time for pollution/radiation to have an effect on genetics to create Exceptionals in the first place. And enough time for enough bad stuff to happen for the public to become frightened of them and vote to create CARE and similar organizations.

Right now I'm debating to have it based in a future version of a currently existing country or have a whole new system altogether.
