Added minor npc's for lore building. Goal is for each city to have its own brief description as well as all minor characters who live there and any major lore events that may have taken place there. 
So far the only cities are Rothenburg and Augsburg.
Estramoz, Shrewbury and Silchester are towns, the rest are not yet determined.
