No man, that's broken. A broken character has a mechanic that is unfun, basically. If they get it off, the character is OP and nobody in the same weight class can compete. If they can't get it off, the character is underpowered. Anyone above their weight class wouldn't let them get it off. 

I'd recommend reading through some of the character sheets in active fights to see what I mean.
