My take on it would be this:

[b]Highly Proficient[/b] skills are equivalent of [b]Expert[/b] level spells. **Grand to Greater Soul Gems
[b]Moderately Proficient[/b] is [b]Adept[/b] Level Spells. *Greater to Common Soul Gems
[b]Somewhat Proficient[/b] is [b]Apprentice[/b] level. *Lesser to Petty Soul Gems
