[@Ollumhammersong] I never stated Cawl did make them just that he had the gene seed of traitors as well. Which again since Cawl is radical as they come I figure he might make some in the future or in secret. 

It is stated that they have Gene from all primarch's though Guilleman orders the new Astartes to be made from only loyalist Gene seed and improved over normal marines.
