[@LordofthePies] As a normal person, your character will only be seen as a level 1 threat so take one star off. But more importantly: the character doesn't seem to contribute much of a role. He seems like he's just an ordinary bystander in the grand scheme of things. I guess it's just that the Background info lacks any reason why he's coming to town and/or how will he be roped into all the weird stuff that will happen.
