You can definitely play the Baratheons, and the only named Baratheon who has appeared in the story is Borros. But if you do play them you'd have to adhere somewhat to events that have already happened with the Baratheons being NPC'd, such as Borros declaring for the Greens and agreeing to wed his eldest daughter to Aemond. If you want a completely clean slate with another house, that's perfectly fine, but I just wanted to let you know in case you did play the Baratheons that there were some caveats to playing them. Besides that you would have complete control in creating other Baratheons and controlling their actions from this point onward, as well as control of Borros himself of course.
