It's honestly really easy. Since not every chunnin qualified to take place in the jonin exams, or just didn't show. It's easy enough to add in a flashback explaining that they where helping evacuate civilians. It'd be easy enough to go "I was at the exam, but I dropped out early." heck, chances are you could always make an ANBU or something.
