He got there only recently, he just wanted to scope out the situation and see who is outside at the moment before making a move, so you may write it off as you will. Also, I feel like it wouldn't make sense to teleport anyone nearby since he decided to approach after scouting the area around the house for a minute or two, he did not plan to really stay hidden. As for Dawn, well, he is always prepared for people with telepathic gifts, so he prepared ahead of time to keep his mind empty... if that makes any sense.
