5.) I am not sure about that; it could be that Alex provides a good propaganda opportunity to show how 'honorable' the Earth Empire is, and he's allowed to get away with his actions because they haven't cut [i]too[/i] deep yet; it's a big empire.
6.) Isn't the Earth Empire based on the 19th Century British Empire, but with futuristic tech? Duels were common among officers there, if I recall correctly.
7.) The corruption is detailed in the Int Check OP itself; where it says that a [i]lot[/i] of officials are corrupt. Also, see 8.).
