Snake spent a couple minutes scoping out the enemies with his binoculars, creating a plan of attack and attempting to notice any weaknesses that he could exploit to make this easier.

He found plenty.

A plan of attack began to take shape has he observed the terrain and placement of the guards. Right before he was about to execute it the civilians walked down the path he just came through. After a bit of thinking, Snake decided that getting spotted by the civilians was the least of his worries. He should still try and stay hidden but he could afford to be seen, at least by them
[color=ed1c24]Plan of attack:[/color] follow the patch of grass south until close to the guard. quietly approach the guard while crouched and then quickly eliminate him with CQC. If he proves difficult it may call for Snake to use his combat knife. Once he has been dealt with drag his body around the corner of the base and leave it there. Then retreat back into the grass
