Exact records have been lost to time, but they claim that they are the direct and true descendants of the Great Pack. And it could almost seem true; they are truly ancient, and have been in their territory for a long, long time. In recent times they have begun to record their history, bringing with it the first historians and first philosophers. In their history, they claim the first to find a stable source of food, in the gardening store. Next, they claim the first to begin re-purposing items in the sporting goods store, their home territory. They claim many things, but it is unknown how much of it is actually true. Whatever the case, they are an advanced civilization of rats. In recent years, they have been immensely threatened, however. The now-educated rat populace has clamored for reform, while skulkers have begun to hunt at the edges of their territory with the hopes of killing off the empire that has caused them so much trouble.

[sub]Leadership[/sub]

It is said in ancient times that the Empire used to be a republic, overthrowing the tyranny of a tribal leader, but memory of that is fleet and censored by the empire itself. Most know it by its current iteration, a vast highly-centralized land ruled by a single iron-fisted leader. It is also an empire constantly racked by civil war, as various generals and politicians have attempted to seize power by leveraging popularity among the citizenry and legions of troops. The current Caesar is Rattius XXV.

[sub]Territory and Resources[/sub]

There are two important areas controlled by the empire, the sporting goods store and the gardening store. These two stores allow for an excess of metals, wood, leather, and food. Another particularly notable store is a bookstore, which they cannibalize for paper and cloth. Their wide territories, however, are not very valuable to an outsider beyond the garden store. Only they know how to work with the items found in the sporting good store, and what use is a bookstore to the average rat?

[sub]Culture and Faith[/sub]

The empire can almost be called civilized; the average landowner lives in relative luxury, while even the slaves are granted certain rights and amenities. They live a very sedentary lifestyle outside of the military, with the garden store's overgrowth providing rich bounties of food to harvest, even if it is up to luck as to what deigns to grow, as they have not invented true agriculture. Life in the military, however, is much less sedentary. They are expected to keep routes throughout the territory safe, constantly construct new settlements and roads, and strike out to conquest. Life in the military is one of hardships, but also of honor. They are among the most respected in the empire.
The empire is stuck in a perpetual religious war, as the slaves and lower-folk who follow the burning faith have come into secret -- or in some places outright -- war with the elite and military men who follow the official state faith, the faith of the creators. This is a source of strife in the empire, as they have to commit precious legions of men who could be maintaining conquests or defending borders from skulkers to defending against the angry peasantry.

[sub]Army and Warriors[/sub]

Each legion is an army unto itself, immensely disciplined and maintaining standardization. Each soldier has armor befitting his rank, identical to others his rank. Each soldier also has crudely fashioned throwing spears and a short-sword, as well as a large shield that they can balance on to stand upright better. Each shield is painted the exact same way, further removing individuality and furthering their terrifying visage as not many, but one. There are many legions in existence, some more notable than others. LEGIO I - SPARTSION GUARD This legion is the only one allowed into the capital, located in the sporting goods store. It is among the largest and well-equipped, as well as the most ceremonial. Its sole charge is defending the capital of Spart, and the Caesar himself. It pledges loyalty to none but the Caesar. In practice, it has often been the source of revolutions against Caesars, deposing them and putting their own into power. LEGIO II - SPARTSIO This legion is charged with the defense of the sporting goods store as a whole, making the store contain one of the heaviest legion presences in the empire. They are not allowed near Spart, the capital, unlike Legio I. They are controlled by the Caesar directly. LEGIO III - GARDANIA This legion is charged with the defense of the gardening store, and is extremely well equipped for its task. Its men are remarkably well-fed and are renowned throughout the empire for their ability to construct fortifications. They are highly experienced, constantly under siege by skulkers and other rats looking for food. This legion is controlled by the regional governor of Gardania, who answers directly to the Caesar. LEGIO IV - BARKSTARII This legion is charged with the defense of the bookstore, and is among one of the smaller legions. It is made up mostly of the rejects of other legions, and is not the most effective. However, it holds its ground well enough due to the strict disciplinary measures of its regional governor, who commands the territory in the bookstore. LEGIO V THROUGH X - CONQUERIA These legions are the main conquering forces, and answer to their respective generals. They strike out against enemies, and constantly expand outwards. They are the main source of territory and the first line of defense. Their size and level of standardization vary greatly, but they are expected to maintain the glory of Spart and the vision of legion. They receive a dividend of the empire's riches in return for this.
