[@Excal] The Magistrate may be seen as mainly the 'militant peacekeeping force' of the city, but they are also the most geared in terms of raw manpower. So sometimes they act in the best interest of the city first and unveil their motives later on. But they've been quiet so far. And it's not like they push all the responsibility on the hired divers under their payroll. While they share a mutual 'give and take' relationship, they would not consider a Diver nearly the same prestige as a Magistrate soldier. For greater, more prestigious projects, they would never resort to outsourced hands. These quarantine zones are nothing new though. There have been attempts by the 'Recreation' initiative to restore pockets of life in the Eclipse across the years, with the Magistratum dealing with the security. Though with meager success. Often, the research compounds are left abandoned. All the precious technology already uprooted and hauled back to Reclaimed Terra.
