Well I spent too many hours on those images today, first spending a couple of hours frustrated with paint.net, blacking out the background of the personnel image and running over it with transparent color to soften it, add green eyes, darker lips, then put into Picasa to wash it out a little and cool it down. Secondly I spent another hour or so finding a full figure image that only remotely came close to what I wanted and subsequently put that face through an entire makeover to try and make it resemble the personnel image to some relative degree, as well as black out the background to match. Then I spent another hour or so typing out the Personnel report and aligning it so it looked somewhat like a computer image, and saved it to jpeg so i could upload it in the style i wanted to present it. After all that I spend another hour or two composing the wirte-up for the character. In the end I'm glad it turned out decent XD  

To answer your question, you can use paint.net, to black out a white background then type out what you want in the font and color you want, then copy and paste an image to it. Alternatively you can scan a black piece of cardboard, add it to your pics, and do it that way. 

And yeah just post when you can. like I said, no rush. Relax and enjoy your thanksgiving! We don't get that festivity where I live. I'll make a post in the IC at some point in the next couple of days, after I finish with the character personality thing.
