America passed a no-tolerance policy for supers in 1979 that slates supers with the responsibility of registering themselves with the government. They can be subject to deportation when they reach 18, restricted to certain jobs, housing, and even certain cities prohibit supers living within. Most supers are wise enough to keep their powers hidden and be a part of the non-super communities. Almost every last developed country followed America's lead in the following years, only excluding New Alaska and Russia. Last of all came the rivaling factions of supers. There is no 100% clear “good” or “bad” faction. The Blue Jays and Vigilantes have been at it for over 20 years, and it won't be over soon. What does it mean to be a “super”? First of all, congratulations. You have found yourself among the 5% of the world who has powers unlike any humanly abilities. Like it or not, they're stuck with you for life. You do have a say in what happens to you, though. You could move to New Alaska, the largest legal super community in the world. It's expensive, though, and the US government still monitors everything you do. You could just live your life as a regular citizen, boring and average and unable to be your extraordinary self. Or, you could join a small, unrecognized faction and do local things that affect basically no-one. That leaves one choice for you, doesn't it? Join the Vigilantes despite all odds, pray to hell that they accept you. Or capture a Blue Jay’s attention, risk your entire life up until today by outing yourself as a super. This is your opportunity to make a difference, to join the ranks of the most elite supers in America, if not the world. This is your opportunity to be real.

It's unclear how the supers came to be. Some say as far back as the American Revolution, supers dotted the country. With powers extending far and wide, no two supers alive have had the same powers and weaknesses, similar to fingerprints or snowflakes. Not all supers are criminals, of course, but the US government (along with the majority of the world) prefers to keep a very close eye on supers, their friends, and their families. This does not imply anything about their public or criminal status, of course- the governments are simply interested in the safety of the population.

Founded in 1979 following the Intolerance Act, New Alaska includes the northern section of Alaska, 67.70° N and above (drawn approximately from Kivalina, AK). It includes the six cities: Star City (formerly Kivalina), Point Hope, Seaside (formerly Wainwright), Providence (formerly Barrow), Salvador (formerly Kaktovik), and Anaktuvuk Pass. The current population of New Alaska is estimated at 12,000.

Founded in 1987, the Vigilantes work apart from the law to protect citizens and their rights, allocate justice where the law has failed, and most importantly, provide a sense of belonging in the harshly anti-supers society of modern America. Joining is very straightforward but there are major restrictions that fluctuate from year to year. As of 2017, members must be 18 or older with no exceptions. It is also important for them to prove their loyalty, over time, to the Vigilantes and to the United States constitution; their ultimate goal is to create lasting legislation to protect the population of supers and re-integrate them into society as equals to non-supers.

Founded in 1984 shortly after the Annex of New Alaska, former policemen let go because of their super status (which could cloud their judgment in the interest of public health and safety) formed an exclusive club in Star City- the Blue Jackets Club. They functioned effectively as the vigilante police force in New Alaska until 1989 when international was re-instated prohibiting any unauthorized policing or allocation of justice. They expanded to include other supers, excluded from their lives by the law, who they saw fit to contact. There is no direct way to contact the Blue Jackets Club (Blue Jays for short) but to attract their attention with a public heroic act demonstrating your capability to surpass the law enforcement, and avoid persecution. Edit: Blue-Jays are no longer a police force but an anti-Vigilantes undercurrent in the cities- their main focus being dismantling the government from the inside out.

1. Have fun while you are here! Simple enough. 2. Keep it PG-13. We have teenagers on here (me included) and we should all respect their innocence. Excessive gore, profanity, and sexual content are better suited for PMs. 3. Speaking of private messages- keep your arguments there! This is not the time or place. 4. No god-mod superpowers. These include, but aren't limited to: time, space, and reality manipulation; matter/molecule manipulation (including organic matter); prime invincibility/immortality; instant death in any form; and omnipotence. 5. Additionally to #4, a weakness including “none”, “undetermined”, or an unattainable person, place, thing, or idea are a NO. 6. With the current amount of participants, you are limited to one MAIN character. In addition, if two people have very similar characters, the person who was approved first keeps theirs; the others need to be more creative. 7. As this is a casual RP, responses need to be a minimum of 2 paragraphs; anything longer is acceptable. 8. Anything I (prussianblue) or LordofthePies says is final. If you have a question or possible exception to any rules, direct them to either one of us. Edit: 9. Please PM me your character or post it in OOC, once it is approved you can put it in the Characters tab.
