Place a size/mass limit on that shapeshift ability and everything will be ok. The way it's now, especially with your example of dragons, makes it seem like she can transform into something as large as Diana, which is kinda very above the power tier your characters are.

However, you have to place some limits on that power as well because a personal fighting dimension with automatic capture powers and no proper limits for size/time/etc. is very, very powerful as well.
