This Regulation isn't meant to control ISPs. Its meant to kept them from going full Bipartisan Monopoly on your ass. Trust busting at its finest.

At no point does the Government have the ability to tell ISPs what they can or can't show. This prevents the ISPs from doing what was listed above. Outside of that, the Government has no hands in the Internet.
