This Regulation isn't meant to control ISPs. Its meant to kept them from going full Bipartisan Monopoly on your ass. Trust busting at its finest. At no point does the Government have the ability to tell ISPs what they can or can't show. This prevents the ISPs from doing what was listed above. Outside of that, the Government has no hands in the Internet.
Of course the government can't tell ISPs what the can or can't show right now. That's what makes these door-opening regulations so enticing - they're so small, so limited, that they look entirely harmless, beneficial even. You know how the 16th Amendment was sold to the American public? Let me tell you, they didn't sell it on the 33+% income tax rate we've got going now. People were told it would never rise above 1%. It was small, it was limited, what harm could it do? But the problem was, by creating the 16th Amendment, they set a precedent for the government to tax our income. They created a new tool. NNR is the same deal. Today, it looks harmless and beneficial. It only tells ISPs to quit messing with the internet. The issue isn't with the NNR rules themselves - I agree, they're completely harmless, in and of themselves. The problem, I must repeat, is precedent. By allowing the government to create a rule in this area, you set a precedent for the government to create even more rules in this area. Does that kinda make sense?
