The Avatar may or may not appear depending on the course of the RP. Indeed, that some or people who have airbending in their genes survived though they are still extremely few. Like probably a few dozen at most scattered throughout the world and out of those few dozen probably less than half can actually do anything stellar with it. Alongside there being no masters left to teach.
