Yeah, sorry, I haven't really made everything as clear as I'd hoped. Candidates from heaven or hell are heavily encouraged to go to earth, in the hopes that a victor can be found as quickly as possible. One of the easiest entry points to earth is Hunters Creek and the surrounding area, where the barriers between the realms have historically been fairly thin. 

And yeah, there are other candidates around.
