[@Abefroeman] Their willingness to allow exceptions would most likely depend on the ability of the person in question to defy their will. Seeing as the royal family do indeed have dragons once more, a member of the royal family would conceivably have the best chance of managing to get away with it. After all, at the end of the day, in Game of Thrones the law boils down to who has the most power to back them up. Even still, it would cause a really big kerfuffle. 

Of course, who knows, maybe that's what the whole civil war may start over.
