[@TheUnknowable] Yes.  The base would probably be on the verge of being abandoned by now.  As of A New Hope (which is about 3ish years after this timeline, if we want to stick to this timeline), the base was abandoned and was used as a decoy by Leia, to guide the Empire away from the base on Yavin.  So, there would probably still be some rebels at the base, until it's abandoned and moved to Yavin.
