Well, Talen-Jei's location, like I said before, is vague, which is how I did it on purpose. Generally in open-world RP's, I notice that a lot of characters tend to automatically drift to one planet, not all of them, but typically a majority, then I'll drop in wherever that majority is. Faction-wise, he'll definitely support the Rebellion, if only out of hatred for the Empire.
