[@TheUnknowable] That could work.  Jedi temples that were thought to be emptied out were most likely abandoned by the Empire.  So, it wouldn't hard to believe that would be a good place to set up shop for a rebel cell, even if it could be easily found, it would be so 'out in the open' that the Empire wouldn't necessarily suspect it.
