The atmosphere is probably completely gone, but yeah, with the kind of technology star wars has you could probably put up a big shield generator and an atmosphere generator and have people live on it still. Though im not sure if anyone would willingly want to be on that, it might be more unstable than a bridge made of wet tissue paper, with tons of quakes and volcanic activity.
