Whenever there is a major event in a universe, a part of that splinters away from in and ends up in the Shattered Universe. Almost like a damage control system. So accident is a very board definition ^^ But yes, the UUC is trying to maintain order.

Don't worry for the bad guys. The Vanguard will act as a threat for all.
