As for summoning, Summoners in general aren't limited to any one, as long as they fulfill the requirements for the god, then they can summon them. In your case, the main gods of your country are the safest bet, most summoners are devoted to only one pantheon, or even a single god. It's really up to you, as long as it's explained properly.
