[b]Personality:[/b] Bill is a cunning, scheming trickster. He delights in making people uncomfortable, constantly abusing his reality warping abilities. He claims to be insane, and can act kind of random at times. He's very cocky and arrogant, but also a fun, wise cracking party guy. This is because reality is just a game to him. However, he's a sore loser, and [i]very[/i] quick to anger, should something go awry. When angered, Bill becomes psychotically violent and will due anything to get back at those who angered him. Due to this, he's surprisingly easy to both goad and distract. Despite being a bit of a brat, at the end of the day, Bill Cipher is not someone you want to deal with.

[b]Bio:[/b] Bill Cipher's origin is shrouded in mystery. Various cultures throughout the dimensions are said to have had dealings with him at some point. It is believed by some that he is from the second dimension. All that is known for sure is that he destroyed his home dimension, and now attempts the same to the rest. His end goal is to "liberate" these dimensions, transforming them into an eternal party of freaks, with himself ruling as the immortal host. 

Most recently, he entered one of the many earth dimensions, where he attempted to bring about what he referred to as Weirdmageddon. Just as victory was almost in his grasp, Bill was tricked into entering someone's mind, only to have that person's memory erased, and Bill with it. As Bill began to fade, he chanted [color=fff200]"!!NRUTER YAM I TAHT THGIR TNEICNA EHT EKOVNI I !NRUB OT EMOC SAH EMIT YM !L-T-O-L-O-X-A"[/color] Bill had not been destroyed, but he had been banished from that dimension. Rather than returning to the Nightmare realm, however, Bill found himself some place new. Some place that seemed to be cobbled together from the remnants of destroyed universes. He had been summoned by someone to help aid the Union of Despair. Bill agreed in exchange for a future favor. The summoner was inexperienced, and agreed.

[list][*][color=fff200]The Deal[/color]- His most notable ability; Bill has the ability to enter people's minds, even so far as to remove them from their own bodies, should he wish. People possessed by Bill sound the same, but have yellowed eyes with slit pupils. He can only do this, however, after he has made a deal with them, sealing it with a hand shake. There doesn't seem to be any limit to the terms of the deal. This allows Bill to offer people anything he has to in order to seal a deal. While he is required to fulfill his end, he often does so in a manner that benefits himself more than the individual he made the deal with.
[*][color=fff200]Shape Shifting[/color] Bill is capable of changing his form, adding mouths, arms, legs, anything he wants. Within the Dreamrealm, he's even able to take on other people's forms.
[*][color=fff200]Regeneration[/color]- When manifested physically, Bill is can regenerate any part of himself instantly. The only exception is his one eye. It regenerates very slowly, and is extremely sensitive. Despite this, Bill does very little to protect it, often leaving it exposed, only to have an enemy take advantage of the opening.
