No, it's a little more complicated. The opposing Pokemon was the one using a status move. It won the roll by 16. By these new rules, it may have won the roll by even more. BUT it would not have done anything to your Totodile [b]THAT[/b] turn. Instead, next turn, the result would be skewed in in the wild pokemon's favor (granted the pokemon won that second roll as well). 

Does that make sense?
