She cares deeply about those she considers to be her family, her crew, and is willing to do anything in order to keep them safe. It doesn't matter the collateral damage. If another life of billions of humans is lost but she saves one of the Thirteen, she can accept that. It's a very black and white mentality, as as far as 9 is concerned, it's the Thirteen against the world. They can't afford to show mercy and give second chances to those who will hunt them down like dogs. 

Beyond this decisiveness, 9 is also incredibly resourceful. Give her a few moments to think and she'll be able to come up with a few more ways to solve a problem than most. Leave her a pile of scraps and a sketch pad, and she'll come up with some use for them. But don't allow her tough exterior to fool you - she is capable of empathy and compassion. She loves the rest of the Thirteen fiercely, and if she's your friend, she will always make time for you. She doesn't care what you've done before. It doesn't matter if she's having a crisis of her own. 9 has dedicated herself to those she considers to be her people.
