Yeah. Simply play the whistle any time. If your next situational roll is a wild Pokemon, it's level will be weaker than normal. The normal formula is... 

(Random Number + Your Strongest Pokemon's Level + Your weakest Pokemon's Level)/3

The whistle causes your weakest Pokemon's level to be used twice instead of using your strongest Pokemon's level.
