[@mattmanganon]Humans run most of the ships we see.  There is a Vulcan science vessel named "Serak" in one episode I think.

I heard a theory that Discovery was actually the story of Section 31, which explains some things.  I haven't seen the show though, so I don't know how accurate it is.
