The most memorable Calvary that used flintlock pistols on horse back is the Winged Hussars during The Battle of Vienna. It was easily manageable, and there were actually methods employed to make loading them easier and faster. Those methods eventually lead to how bullets are designed today. They were basically paper cartridges. You'd bite the end off to pour some powder into the primer pan. Close the pan, and stuff the entire paper cartridge down the barrel. In a fantasy setting for a gunner, there's quite a few things that can be done to make it faster to load. Depends on how creative you get. And the word "Dragoon" just means calvary. So the Germanic Dragoon Flintlock is just a Calvary pistol.
