90% of them are just there for the meme. I'd wager the ratio is no bigger nor smaller than since 30 years after WWII.
If she happened to be an officer in Germany in the 40's, she'd have a reason to wear it. Personally, anachronistic art isn't a huge deal since it's an expression of a melding of time periods.
