[@Ink Blood] Yes, but every user has a post account and often an unseen PM count (that mods can see). There are several people who stick to private roleplays so their PM count can be up in the thousands sometimes.

Even if it were a 0/0 account we still can't do it because the database is connected to that individual username/user ID so Mahz has to remove the name from the library and kill any Post/PM connections, otherwise there may be an issue where you may gain access to their info, or the site won't let you post cause IDs don't add up.
