If you want a public service... And set on some responder or public help role. 

Hmmm. 

The city has a main river and such, so there's always working for a smaller water rescue service, also sea planes use the river as part of deadalus Airlines. 

Maybe not full coast guard but we have room for a water rescue team who serve the main river and nearby waterways.
