Kind of like DnD bards. As to retinue sizes generally, I'm not going to lay down any specific cut-off but try to keep it reasonable. To your 25 specifically, I think that's perfectly acceptable. And quartering them outside the city walls in their own little hamlet is an excellent idea, since that's exactly where the civil government would want to keep them.
