I'm liking the idea of extreme cold hindering it as it will probably exist primarily in a liquid state (it's natural form) but I'm not going to put too much more effort into it as he's getting a lot of criticism, especially for a sandbox. 
We could of had a really fun rivalry too. I could set of your arc and you could answer a lot of questions my character had. I was just really looking forward to the scenes were he was expected to do something super hero-ish like kicking open a door or leaping from roof but without pressure, danger or urgency he performs hopelessly.
