For former Bone'ead Waldo, that whole fact was now in question. He'd been given contradictory orders by two officers. Which one served the Emperor? How could he tell? What if an order came from the enemy? Waldo was puzzled, and until he figured it out he wouldn't follow any other orders for fear of acting against the Emperor.
