would it be possible to make a setup where the program is on the computer and the phone only has to act as a means for the inputs while showing the outputs?

It's not what I mean completely, but it's close enough I think. Only other way to put it is equating the phone to a game controller that's also the tv, and the computer as the game system, with the program being the game you want to play. 

It would likely be hard to code now that I think about it.
