Unless the GMs have contradicted something you’ve said with official lore, I’d stick with what you’ve already got.

Everything I’ve said about the districts is pure conjecture, and some districts may have developed at faster rates than others after joining EuroCorp and becoming part of Europa so their current status would be fluid. The general rule of thumb I went with is that the lower numbered districts are better than the higher ones, but nothing says District 13 wouldn’t be better than District 12.

It most likely wouldn’t compare with District 1 or 2 though.
